Environmental permit issued to Plomin power plants

By publishing the decision on the integrated environmental protection requirements for TPP Plomin 1 and TPP Plomin 2 on the webpage of the Ministry of Environmental Protection and Nature, the process of environmental permit issuance for both Plomin thermal power plants was completed.

The environmental permit ensures an integral and systematic approach to pollution prevention and supervision, a high level of environment protection by implementing best available techniques, and setting requirements for the prevention of any significant environmental pollution.  Integrated requirements contain environmental conditions, borderline air, water, sea and soil emission values, borderline noise levels, off facility requirements regarding nature protection, the improvement programme, work safety requirements, the obligation of public and relevant body information as well as other terms and obligations.

The obligation of obtaining the integrated environmental protection requirements was set under the Environmental Protection Act and the Regulation on the Process of Setting of Integrated Environmental Protection Requirements which contains transposed provisions of the EU Directive concerning integrated pollution prevention and control (the IPPC Directive). HEP's focus is to facilitate the ongoing operation of thermal facilities after 2018 by implementing best available techniques i.e. by their harmonization with the borderline values set under the Industrial Emissions Directive.

The procedure of obtaining the environmental permit was carried out along with the participation of interested public by means of a public consultation for both thermal units. Public consultations were organized in Plomin and Labin. Citizens were provided the access to documentation.

There are two coal-fired electricity generation units operating in Plomin of 125 MW (since 1970) and 210 MW (since 2000), respectively. Their average annual production of about 2.1 TWh accounts for 16-24 percent of the overall electricity production in Croatia.
