Charge for promotion of production from renewable energy sources

As from July 1, 2007, a charge payable for promotion of production from renewable energy sources (RES) will be imposed on all electricity customers in Croatia.

Due to climate change and global warming, the European Union adopted the legislation concerning the taking of binding or incentive measures in the use of renewable energy sources that Croatia is obligated to implement into its system. By implementing these measures Croatia will become equal with most European countries which have based their support mechanisms for promotion of electricity production from renewable sources on guaranteed price system regulated by law. The costs of electricity production from renewable sources are higher than those from conventional power plants, making renewable sources not competitive in the electricity market. It is therefore necessary to compensate eligible producers for their higher production costs through some of the support mechanisms. Customers’ monthly bills will increase by 2.60 lipa + VAT on average, and the funds so collected will be used to pay an incentive price which will be paid by Hrvatski operator tržišta energije d.o.o. (HROTE d.o.o.) to eligible producers for electricity supplied, in accordance with the Tariff System.

Charges will be collected through the usual electricity payment system, i.e. through electricity bills issued by HEP Operator distribucijskog sustava d.o.o. to tariff customers or those issued by the supplier to eligible customers. Residential customers who pay estimated bills can submit their meter readings taken on July 1, 2007 by July 10, 2007. The charge for RES promotion will be calculated based on the submitted meter reading and included in the next billing. For those customers who have not submitted their readings, an estimate reading will be done as of July 1, 2007 based on consumption data obtained from regular readings.
