TPP Plomin C (development project)

Reconstruction of Plomin TPP (Plomin C TPP)

Reconstruction of Plomin TPP implies replacement of the first Plomin TPP unit with an aim of modernization and capacity increase of the power plant. Replacement unit will represent a long-term safe and stable source of base electricity at competitive price on the market. Usage of coal will contribute to diversification of the energy-generating products and technologies in HEP's portfolio of generating plants and lower the risk of dependence on a single source of energy, actually on electricity import. Plomin C TPP will use the same fuel as today's units operating in the Plomin TPP, imported hard coal with low content of sulfur.

Replacement unit will have the capacity of 500 MW at generator, which means that this reconstruction will increase the capacity to 710 MW at Plomin TPP site instead of today's 325 MW installed capacity (115 MW at Plomin TPP 1 and 210 MW at Plomin 2 TPP).

 

Protection of environment

By applying  the best available techniques (BAT) of clean coal combustion with supercritical temperature and steam parameters along with the sea water as a cooling medium, the Plomin C TPP will achieve the efficiency rate of at least 45 percent, which is significantly higher than most thermal power plants fired by coal that are now in operation and have a degree of conversion of 32 to 37 percent.

Emissions of harmful substances into the air will be reduced to a minimum by using high-quality low-sulphur coal and installing a flue gas desulphurization plant to reduce NOx emissions and highly efficient electrostatic filter for particles.
According to the categorization of the Coal Research Institute of the International Energy Agency, PLOMIN C TPP power plant will be a „near zero emission“.

The air in the immediate surroundings of Plomin TPP will continue to be of Category I, i.e. of best quality, because Plomin C TPP and Plomin 2 TPP will together emit much less pollutants than are currently emitted by Plomin 1 TPP and Plomin 2 TPP, more precisely SO2 emissions will be reduced by 54 percent, NOx emissions by 25 percent and particulate emissions by 13 percent with significantly lower specific emissions of CO2.

Instead of existing landfill, a completely closed coal handling system will be built for the needs of both units, as well as the infrastructure for transport of combustion by-products from the location by the seaway.

The Plomin TPP reconstruction project was designated a project of strategic interest in line with the Act on Strategic Investment Projects of the Republic of Croatia in May 2014.
