Call for expressions of interest

Hrvatska elektroprivreda d.d. (“HEP”) is considering the possibility of development and construction of the renewable energy (RES) projects in the Republic of Croatia, as well as the integration of the finalized RES projects or those in an advanced-development stage, in its power generation portfolio. Taking into account already set strategic goals and the need for RES projects’ diversification, HEP is looking for
 

POTENTIAL PARTNERS FOR DEVELOPMENT AND SALE OF RES PROJECTS ON THE TERRITORY OF THE REPUBLIC OF CROATIA  
 

 
  1. Local self-government units (towns and municipalities) interested in the construction of solar power plants, whose contribution in the Project’s development and construction will be manifested through joint preparation of spatial-planning documents for required land surfaces to accommodate solar power plant projects of a surface area larger than 100,000 m2. Locations with higher sunshine duration (sunshine hours) and better conditions at the micro-location will have advantage in the selection process. The agreements on cooperation with the local self-government units will additionally define different models and types of cooperation as well as preferable selection criteria related to the land surface for the construction of solar power plants.

  2. Potential Partners (legal or natural entities) interested in the following:

    2.1. Sale of non-integrated solar power plants under development, with the capacity of equal to and/or higher than 2 MW. Potential Partners who hold a valid Building Permit, the locations with higher sunshine duration (sunshine hours) and those with better conditions at the micro-location will have advantage in the selection process. HEP will take into consideration those potential Partners who have obtained at least the Location Permit.
    2.2. Sale of wind farms under development. Potential Partners who hold a valid Building Permit and the locations with more than 2,500 operational hours annually will have an advantage in the selection process. HEP will take into consideration those potential Partners who have obtained at least the Location Permit.
    2.3. Sale of wind farms in operation. Locations with more than 2,500 operating hours annually will have the advantage in the selection process.
    2.4. Sale of hydro power plants under development with the capacity of equal to and/or higher than 1 MW. Potential Partners who hold a valid Building Permit will have the advantage in the selection process. HEP will take into consideration those potential Partners who have obtained at least the Location Permit.
    2.5. Sale of hydro power plants in operation with the capacity of equal to and/or higher than 1 MW.

 
HEP herein invites all potential Partners to submit a Letter of Intent to the e-mail address oglas-projekti@hep.hr comprising the following information:  

  1. Local self-governing units are obliged to submit the letter signed by the City Mayor or municipal prefect containing the mapping and relevant data (name of the cadastral municipality, cadastral plot, surface area, expected time required for the modification of the spatial-planning documents) of the proposed location for the solar power plant construction.

  2. Potential Partners (legal or natural entities) are obliged to submit the following information: title and name of the project’s coordinator, capacity of the plant, Cost- Benefit Analysis for the projects under development, the annual generation data for the projects in operation, the plant’s location (mapping and the cadastral plot number), the status for the projects under development (the status of the procedure for obtaining of the Building/Location Permit, the property-legal affairs’ resolution status and the electricity grid connection status) and a quotation of the expected project’s purchase price. The Letter of Intent should be written on an official letter-head citing contact data of the responsible person on behalf of the potential Partner (postal address, e-mail address, telephone number).

HEP will be receiving the expressions of interest from the potential Partners until 31 December 2019 inclusively. HEP will send the request for detailed information to the selected potential Partners upon receiving the Letter of Intent with basic information and completing the preliminary projects’ evaluation.
