HEP ESCO and the City of Pula signed a Project Execution Contract on May 30, 2008. The total value of the Project is 11.8 million kuna. The City’s share in the Project is 6,395,000.00 kuna while HEP ESCO finances the Project with 5,435,000.00 kuna to be paid back through savings.

As part of the Project, the condition of the entire public lighting system was determined. The Modernization Project encompassed about 45% of lamps in the system;  2,100 old lamps were replaced, 203 existing lamps were relocated and another 133 were modernized. The result is a decrease in the installed capacity and in electricity consumption by 21%.

In addition to the saving in electricity consumption of more than 1,000,000 kWh or 780,000.00 kuna a year there are savings in system maintenance costs of 320,000.00 kuna a year so that the total savings at an annual level amount to 1,100,000.00 kuna.

The benefits of the Project, besides savings in electricity costs and system maintenance costs are: a full-scale modernization (the whole lighting system was encompassed), preparation as-is documentation, reduction in emissions of pollutants in electricity production after eliminating mercury bulbs from the system, and reduction in light pollution.
