Cross-Border Transmission Capacities

The determination of transmission capacities of transmission lines between electricity systems of neighbouring countries (cross-border transmission capacities) and their allocation are of high significance for electricity trading and maintaining operational security of the electricity system under market conditions. The procedures for the calculation of Total, Net and Available Transfer Capacities (TTC, NTC, ATC), knowledge of transmission constraints, efficient allocation procedures of cross-border transmission capacities in short-term and long-term periods are important elements of economic and technical assessment of the transmission network under market conditions.

The indicative NTC values for winter and summer are published on ENTSO-E web site, while the bilateral NTC values are agreed by system operators of neighbouring countries.

Analyses and calculations of Net Transfer Capacities (NTC) are performed at the borders of the Croatian electricity system for the purpose of efficient use of available cross-border transmission capacities in addition to maintaining operational security of the Croatian electricity system. HEP-OPS performs the calculation of cross-border transmission capacities in accordance with the definitions and methodologies within the UCTE Operation Handbook, ENTSO-E Regional Group for Continental Europe and other ENTSO-E documents, respectively.

Net cross-border transmission capacities are determined for all borders of the Croatian electricity system, in the direction of import and export respectively. The transmission system operators of neighbouring countries coordinate the allocation and use of available transmission capacities. The transmission system operators have at their disposal 50% of the determined capacity in the direction of import and export, unless otherwise agreed by mutual bilateral Rules.

Allocation of Cross-Border Transmission Capacities

At the borders with Serbia and Bosnia and Herzegovina HEP-OPS carries outyearly, monthly and daily unilateral auctions of Croatian part of ATC in accordance with the Rules on Allocation and Use of Cross-Border Transmission Capacities (November 10th, 2009, November 26th, 2010, December 10th, 2010 and November 23th, 2011.).

At the border between Croatia and Slovenia in direction from Slovenia to Croatia, HEP OPS carries out bilateral yearly, monthly and daily auctions of total ATC in accordance with the Slovenia-Croatia Interconnection capacity Access Rules between the control areas of ELEKTRO-SLOVENIJA d.o.o. (ELES) i HEP – Operator prijenosnog sustava d.o.o. (HEP OPS) for 2011 (valid until 31.12.2011.) and  Slovenia-Croatia Interconnection capacity Access Rules between the control areas of ELEKTRO-SLOVENIJA d.o.o. (ELES) i HEP – Operator prijenosnog sustava d.o.o. (HEP OPS) for 2012

At the border between Croatia and Hungary HEP-OPS carries out bilateral yearly and monthly auctions of total ATC in accordance with the Yearly and Monthly Auction Rules on Croatia-Hungary Interconnection Capacity for 2012 between the control areas of HEP-OPS and MAVIR.

At the border between Croatia and Hungary MAVIR carries out daily auctions of total ATC in accordance with the Daily Auction Rules for the Allocation of capacities on the interconnection congestion between the control areas of HEP-OPS and MAVIR (valid until 31.12.2011.) and Daily Auction Rules for the Allocation of capacities on the interconnection congestion between the control areas of HEP-OPS and MAVIR for 2012.

Intra-day allocation of cross-border transmission capacities of Croatian part of ATC at the border between Croatia and BiH will be held by HEP OPS; at the border between Croatia and Slovenia for both directions intra-day allocation of cross-border transmission capacities of total ATC will be held by ELES. At the border between Croatia and Hungary and Croatia and Serbia, the intra-day allocation of cross-border transmission capacities will be held in accordance with the notification on its beginning.

If the allocation system is temporary unavailable, the yearly auction will be held via fax machine; the monthly auction will be held on the first possible following day; and the daily auction will not be held.

Conditions for Participation

Each natural or legal person, energy entity can participate in the transmission capacities allocation procedure, if it has previously submitted data and documents prescribed by the Application for participation in cross-border transmission capacities allocation, as follows:

Transfer of Capacity

The participant to whom the transmission capacity is allocated on yearly and monthly auctions can fully or partially transfer its allocated transmission capacity for use to the other allocation participant via Auction system or fax (if Auction system is not in function).

The minimum amount of transmission capacity available to transfer to the other allocation participant is 1 MW.

The deadline for transfer of rights for use of transmission capacity allocated at yearly and/or monthly auction on border of Croatia and Hungary is until 12:00 AM three (3) working days preceding the day of the use of the transmission capacity; respectively, until 08:00 AM two (2) working days preceding the day of the use of transmission capacity at the other borders.

Use of Transmission Capacities

The terms of use of allocated transmission capacities within the Croatian electricity system are the following:

The terms of use of transmission capacities in the Republic of Hungary are established in the Trade Code .

The use of transmission capacity is registered to HEP-OPS within the cross-border electricity  exchange plans within the following deadlines:

  • Use of yearly and monthly transmission capacity at the borders with BIH and Serbia – until 9:45 of the trading day
  • Use of yearly and monthly transmission capacity on Croatian-Hungarian and Croatian-Slovenian border – until 8:00 of the trading day
  • Use of the daily transmission capacity on all borders is registered in the trading day not later than the deadline for contracted schedules delivery in accordance with the Electricity Market Rules.

It is not possible to change the submitted plans of cross-border exchange upon the expiry of the abovementioned deadlines.
