Under the Electricity Market Act, there are two types of customers:

• TARIFF CUSTOMERS – customers who use the public supply service and pay for electricity at regulated prices and/or  at prices set in tariff systems put in force by the Government of the Republic of Croatia;
• ELIGIBLE CUSTOMERS – customers who can freely choose their electricity supplier with whom they directly negotiate the quantity and the price of electricity, supply terms, etc. Eligible customers, in addition to a supply contract concluded with the supplier, conclude a contract for the use of network with the network operator, on the basis of which they pay a use of network charge. Tariff items which specify amounts of charges for the use of network are put in force by the Government of the Republic of Croatia and are publicly available so you can find them on this website.

The status of eligible customer has been granted to all customers. However, those residential customers who do not want to exercise their right of eligible customer or do not find their supplier, have the right to be supplied with electricity by the tariff customers’ supplier, on regulated terms and conditions. At the end of 2009, there were about 2.3 million electricity customer metering points connected to the distribution network. Of these,  2.1 million customers belong to the residential category, accounting for more than 45 percent of electricity sales.
