Pursuant to Electricity Market Act, the distribution system operator company HEP Operator distribucijskog sustava (HEP ODS) has two functions for end users:

• first, it is the only energy undertaking licensed to provide the public electricity supply service in the Republic of Croatia, which means that HEP ODS has the obligation to provide the public electricity supply service, in a regulated manner and at a regulated price;
• second, it performs the activities that are related to the activity of electricity distribution, enters into use of network contracts with customers connected to the distribution network and performs billing for charges for the use of the network.

The following are entitled to be charged for electricity based on the tariff rates for tariff customers in the public service system:

• all customers in the residential category,
• other eligible customers whose supplier ceases to operate, but only for a period of 30 days. After the expiry of the 30 day period, eligible customers who have not found their supplier pay for the electricity they consume at the price of balancing energy. Each such customer must conclude a contract with HEP ODS for eligible customer supply at the price of balancing energy. You can learn more about it here.

The tariff rates on the basis of which HEP ODS performs billing for electricity are published in the official gazette of the Republic of Croatia – Narodne novine. Below is a simplified overview of the tariff rates.

The Government of the Republic of Croatia adopted on June 30, 2008 Decision on support of citizens and households in order to alleviate the increase in electricity price (NN 75/2008). The Decision applies until June 30, 2010 (NN 83/2009).
