Croatia – EU - HEP

On December 9, 2011, the Accession Treaty of the European Union with Croatia was signed in Brussels.  The Accession Treaty   will come into force after being ratified by the parliaments of member states and Croatian Parliament. The target date for the Republic of Croatia to become the 28th member of the European Union is July 1, 2013, provided successful implementation of the commitments Croatia has undertaken and positive results of the accession referendum in Croatia.

During the negotiating process, representatives of HEP Group   have actively participated in the activities of negotiating teams for Chapter 15 (Energy), 21 (Trans-European Networks) and 22 (Environment).

Energy Community Treaty

The Energy Community Treaty, which came into force in early July 2006, with a transitional period of one year, establishes a regional energy market  for electricity and gas (in future it is likely to include oil as well).  The Treaty was ratified by The European Parliament and the Croatian Parliament.

The Treaty abolishes customs duties and quantity restrictions and creates a legal and institutional framework for a free transport and trade in electricity and gas. The main values of the Treaty are the establishment of a regulatory and market framework for attracting investment, improved security of energy supply for Croatian citizens and improved security of Croatian companies' investments in the countries of the region. It also allows a single mechanism to be created for cross-border transmission or transport of interconnected energy, from Portugal to Greece. Croatia thus becomes a part of the European energy market, joining the European Union first through energy.
